将错就错的官僚文化导致的民冤扩大化
-------------评于佃荣三十年上访路
某朝有一糊涂官，查处一名杀人犯，结果抓了一名和杀人犯同姓同名者。糊涂官发现这个问题之后，并没有把这个同名者放掉而是去抓真凶，而是怕传出去被人嗤笑，会影响自己的仕途，就将错就错，把这个冤枉的人给当作凶手砍了头，而任由真凶逍遥法外。
将错就错的事情，是中国历代官场中经常出现的，因为官员为了遮盖自己犯的小问题小错误，就需要编一个更大的谎言来隐瞒。他们的名誉和前途是保住了，甚至因为办案有功而提拔升迁。
但是，为了遮盖小错误而牺牲的人就成为人们常说的替罪羊，有一些替罪羊或早或晚的能够明白自己替罪羊的身份，而更多的替罪羊至死都不明白自己只不过是人家手里的一颗棋子。
于佃荣就是这样一只替罪羊。
1、1965年1月至1974年5月的档案被民政局直属企业弄丢，十年的工龄不被认可：企业把员工档案弄丢，这是企业管理混乱的表现，是企业领导的责任，但是，这些领导不是自己承认错误，想办法把问题解决好，对于佃荣的档案进行重新整理，而是直接不承认十年青春换来的工龄。
2、1977年在连云港市民政局直属企业工作时工伤右臂被截肢；再是，截肢后还是工作，做烧窑工的同时兼做厂保安（看门），可这工作的工资有相当一部分被拖欠，原本以工伤待遇，应什么工作都不用做，拿市平均工资的75%加伤残抚恤并安装假肢，这部分钱一直拿到2007年4月20日，2007年4月20日办理正式退休，如2007年4月20日正式退休时工资低于市平均工资75%按照市平均工资的75%发放。因当时领导个人的需要而瞒报工伤事故【当时骗说已经上报了】，应有的待遇什么也没有，且要拖着残体继续工作。出了事故，领导是要收处罚的，原本出工商事故在这个行业内是难免的，也只是个小问题，但是这个小问题通过领导的乌纱帽一放大，就成了大问题，于是于佃荣又成了用来牺牲的替罪羊，什么都没有得到。
3、在那种境况下，居然至今都没能领到一分石灰窑烧窑工的工资，而每次问起工资时，连云港市民政局的答复都是：“我们现在没钱，等有钱了补给你。” 目前只领过保安（看门）工作的工资，90年至2002年保安工作的工资也发不全，每年只能拿几个月的保安工资。按劳分配和按需分配是我国的主要分配方式，按道理，象于佃荣这样的残疾人士本应在完全得到按劳分配的基础上再适当按需得到一些补助。
但是，于佃荣再一次成为替罪羊，民政局财政紧张，只能拖欠相关人员的工资，而且是从77年到现在，当然民政局不会因为资金紧张而拖欠局长的工资，也不会拖欠各科室公务员的工资，只能拖欠象于佃荣这样没有靠山的人的工资。
4、这样的于佃荣，企业还要再从他身上揩一把油，以企业职工项目投股集资1000元钱，可没有收到一分钱项目投股的收益，连利息都要不回来。：企业经营不善，眼看要完蛋了，没有人再敢投资了，再让于佃荣他们来冒风险，玩成功了，是领导功劳，玩失败了，于佃荣的钱变没有了。
为什么于佃荣的问题一直得不到解决？
甚至中央领导都过问了，也没有效果：如果于佃荣的诉求得到满足，就说明某些领导错了，而且是曾经将错就错，一错再错，错了几十年。不仅没有实践三个代表，没有实践科学发展观和八荣八耻，而且是渎职和违法，有人几十年苦心经营的个人品牌形象将毁于一旦，于佃荣将可能害的一批人从此仕途中断。于是，哪怕你于佃荣再有道理，哪怕你于佃荣告到玉皇大帝那里去，也不能向于佃荣显软，因为在他们看来，于佃荣赢了，就是他们输了，而且是输的无地自容。和于佃荣的反复拉锯中，某些领导们是没有退路的，所以于佃荣是以一个断臂的老人面对一群没有退路的地方官员。
他们对于佃荣做了什么？
推：一推推个干净，给各级领导写的1000多封信，给国家信访总局的官员打电话，国家信访总局官员说，你给总理的信我们收到了，领导很关心、很重视、已经批示转下去了，转到省里了；给南京打电话，说，领导对你的事很关心、很重视、已经批示转下去了，信转到市里了；给市委办公室，市政府办公室打电话，说，转到市信访局了；给信访局打电话，信访局说，转到市劳动局了；找市劳动局，市劳动局说没收到；又找市信访局，信访局说，那就转给市民政局了，我们不留信；找民政局，民政局说收到了。问，怎么处理？民政局答：劳动局不作为，你去找劳动局；重新复印材料到劳动局上访，劳动局又把这件事推给民政局。【请看劳动局2005年4月6日书面答复。】
拖：一位连云港市民政局红脸领导说：“现在企业没钱，你再等等,等有钱了马上把工资和假肢款补给你！”就这样“快了，快了”一年又一年过去了……再找这位红脸领导，这位红脸领导已经调离了！
骗：1981年该厂划归连云港市民政局直管，连云港市民政局成为该厂的直接上级领导。我在1981年找到连云港市民政局局长要求落实工伤政策、要求安装假肢。连云港市民政局领导问：“当时有没有上报。”我答：“厂领导和区委书记都说上报了，说在档案材料里。”
连云港市民政局局长找单位领导核实以后对我说：“你单位领导骗你的、区委书记王宽同也骗你的，当时根本没有上报……害怕上报了以后影响王宽同及单位领导个人进步和全厂调资……”（有民政局及当时领导出具的书面材料证明）
扯：2006年7月初到了民政局指定的假肢厂，假肢厂对本人进行各种检查、检测以后，确定本人适合安装普通适用型前臂假肢手准备进行调试训练。价格为48000元。是适合本人的最低价位产品。
民政局陪同人员打电话向民政局领导请示后，死活不给装也不给进行调试训练。要把人带回去。
骂：不仅骂于佃荣，更连国家高层领导一起骂，显示了山高皇帝远的无畏之态。
唬 ：以各种理由吓唬于佃荣，要求他放弃上访，放弃和地方官员作对。如果继续上访，则以全家坐牢来处理。
于佃荣的问题原本只是小问题，几万块钱就可以解决，民政局从经费里挤一挤就能把事情处理的很完满。但是，某些领导陷入了“堵”而非“疏”的误区，拿更加多倍的时间、精力和金钱来打压于佃荣。但是问题却越来越大，直到把自己搞的骑虎难下，下不了台阶。民怨逐渐形成，给自己树立无数敌人（每一个于佃荣支持者都是他们的敌人，每一个关心于佃荣的国家各级领导人也都是他们敌人），但是，现在处理于佃荣的问题也还是有两全之策的，比如让残联或者其它人民团体出面进行对于佃荣补助，满足他所提的诉求，而不是民政局直接与于佃荣进行谈判。这样不是问题就大而化小，小而化无了嘛，社会也就自然更和谐了。
